Image de-blurring, as will probably be in PS CS6, will mostly correct camera movement - and at some loss of resolution. It will determine the direction of camera movement and the degree - up to a point. Will it sharpen some images? You bet! However, there is some loss of total information as opposed to doing it right in the first place. :D As for out of focus images, it will also help, just not as much.
