Image de-blurring, as will probably be in PS CS6, will mostly correct camera movement - and at some loss of resolution. It will determine the direction of camera movement and the degree - up to a point. Will it sharpen some images? You bet! However, there is some loss of total information as opposed to doing it right in the first place. As for out of focus images, it will also help, just not as much.
